The key function and purpose for ROCS is testing of network-centric warfare in a network-centric way, rather than putting a lot of people out for an operational test in the field, on ships, in airplanes or in the desert. It would be inefficient to have lots of people following behind taking notes and then trying to compile the data you need for testing. GTRI uses computers and networks to test the network-centric capability.
